This is known as a Groundseltree, 
It also goes by the name Salt Marsh-elder
The fluffy things are dry, one-sided fruits
That would make cute spider shelters.

Explanation: This was the day I took my favorite picture ever (https://deeateightam.blogspot.com/2019/11/november-21-2019.html) so to be honest, plants just seemed kind of meh to me. But in hind sight, this was a really pretty wildflower.
